FOMC Rate Decisions

The same quarter-point cut can be followed by very different market moves. Compare the decision with prior expectations, its economic explanation and the implied future path.

Question, try, then observe

Why can the same quarter-point cut mean different things?

Change the expected and actual rate moves separately. Compare the post-meeting ranges and the surprise. All rates are fictional.

01 · Make a predictionIf a half-point cut was expected but only a quarter-point cut occurs, is that news easier?

Assume an initial target range of 4.50–4.75%. 25 basis points = 0.25 percentage points; negative values mean cuts. Compare today's move without predicting asset prices.

Start with what the FOMC actually decided

The FOMC normally holds eight scheduled meetings a year and can meet additionally when needed. It assesses the economy and risks and sets the policy stance. The announced federal funds target range is not a new mandatory rate for every mortgage, deposit or long-term Treasury.

Record the range before and after the decision, then examine balance-sheet and implementation measures. The Board of Governors has related responsibilities for tools such as IORB and discount rates; not every instrument is the same FOMC vote.

The statement: reasons and conditions matter

The statement describes activity, employment, inflation, the decision and relevant risks. Changes from the previous text can reveal shifts in confidence about inflation, concern about employment or the conditions for further adjustments.

A promise to assess incoming information is not a promise of a particular move at the next meeting. Keep the conditions attached to the conclusion rather than extracting one hawkish or dovish adjective.

The SEP and dots: conditional individual judgments

The Summary of Economic Projections covers growth, unemployment, inflation and appropriate policy rates. It is normally released four times a year with the March, June, September and December meetings; check the official calendar. A meeting without an SEP can still deliver an important decision.

Dots in each annual column show participants' assessments of the appropriate year-end policy rate under their individual outlooks. The Longer run column instead shows longer-run appropriate rates, not rates for a fixed future year. The median summarizes individual projections, not a voted policy path. Medians in successive years need not belong to the same participant and should not be joined into a promised schedule.

The Chair's press conference: identify what changed

The Chair's opening remarks and answers add context about risks, reasoning and policy conditions. Ask whether a comment explains the published decision or discusses a possible scenario, and retain qualifications such as needing more evidence.

A questioner's hypothetical is not the central bank's forecast. Read the statement, projections and answers together, distinguishing a collective decision, individual projections and conditional explanations.

Markets respond to new information, not just the sign

In a fictional example, markets expect a half-point cut but receive a quarter-point cut. The policy rate falls, yet the result is tighter than expected. Guidance suggesting fewer later cuts could put upward pressure on some yields. A fully anticipated increase need not produce a fresh selloff.

Earnings prospects, inflation expectations, term and risk premia and positioning also affect prices. This comparison separates information channels; it is not a trading signal. Different assets and observation windows can show different responses.

Show formal definition and formula

The Federal Open Market Committee sets the stance of monetary policy, including the federal funds target range. Its statement records the Committee's decision; the SEP contains participants' conditional economic and policy projections; the Chair's press conference explains the context. The dot plot is neither a Committee guarantee nor a release at every meeting.

A common misconception

The dots are not a guarantee, the SEP is not released at every meeting, and one press-conference sentence does not decide the next meeting. A cut does not guarantee that all markets rise.

Frequently asked questions

Does a lower median dot mean a cut has been decided?

No. It describes the distribution of participants' projections at that time. Data, risks and subsequent Committee decisions can change.

Can I ignore meetings without a dot plot?

No. The decision, statement and press conference can still provide important new information. An SEP release is not what makes a meeting consequential.
